Staff of the Center
The Center consists of 15 staff members (including the staff of TOR operating organization), 3 researchers and 4 senior engineers. Most of them have worked in the field of energy conservation for a long time, have ever undertaken the task of planning, designing and assessing of key energy conservation projects in China and international cooperation, rich in working experience, with strong capacity in economic analysis, technical assessing, project management and with a good command of English.

Background
Brief of the Center
“WB/GEF China Energy Conservation Project” is a significant international cooperation project jointly organized and implemented by the Government of China (GOC) (the National Development & Reform Commission and the Ministry of Finance), the World Bank (WB) and the Global Environment Facility (GEF) in the areas of energy conservation and greenhouse gases emission mitigation. The core components of the project are:
(1) To establish a dependent, authoritative, and beneficial Energy Conservation Information Dissemination Center.
(2) The Energy Conservation Information Dissemination Center makes use of market mechanism, brings China's energy conservation information dissemination in line with international practice, and transforms the mechanism from management to service to serve the whole society. ECIDC is to provide more and better information in the field of energy conservation, and create a good market environment in a fair, just and open manner.
The Energy Conservation Information Dissemination Sub-projects of NDRC/WB/GEF China Energy Conservation Project in 2006 and 2007 are: 20 Case Studies made and disseminated and 5 Technical Guides, national energy conservation database established, and so on.
(3) To establish 3 pilot energy management companies (EMCs).
Establishment of the Center
In January 1998, the former State Economic and Trade Commission formally applied to the State Commission Office For Public Sectors Reform for the establishment of the Energy Conservation Information Dissemination Center of the State Economic and Trade Commission.
In January 1998, the approval was received by the State Commission Office For Public Sectors Reform . The Energy Conservation Information Dissemination Center is a non-profit organization with an independent legal personality. The objective of the Center, by means of the structure, is to provide authoritative, independent information on energy conservation and to make full use of the available channels of information dissemination to directly influence the decision-makers involved in the projects undertaken by industrial enterprises and banks. The intention is to guide and encourage enterprises to improve the product quality and the enterprise competitiveness by adopting advanced and matured energy conservation technology and measure.
In 2003, the Energy Conservation Information Dissemination Center of the State Economic and Trade Commission was authoritatively renamed as an Energy Conservation Information Dissemination Center of the National Development and Reform Commission.
Progress of the project
On June 6, 2006, the National Development and Reform Commission, the Ministry of Finance, and the World Bank formally approved Energy Conservation Information Dissemination Sub-project of WB/GEF China Energy Conservation Project in 2006 and 2007, starting from June 30, 2006, to July 1, 2007.
Best Energy Conservation Practice Case Studies
“Best Energy Conservation Practice Case Studies” is one kind of the main products of the Center. “Best Energy Conservation Practice Case Studies” means that an energy conservation technology had been implemented in practice, and was proved technically feasible, noticed energy conservation effect, shorter period of investment repayment and so on. By now, the Center had conducted 73 Case Studies.
The principles and procedures of conducting Case Studies
The center has worked out the principles and procedures of conducting Case Studies, determined the area of technology, and stipulated the principles of selecting Case Studies according to the better economic benefit, the bigger energy conservation effects and the widespread promoting potential.
The procedure of conducting Case Studies is divided into the primary selecting, experts assessing, monitoring, collecting reports, finalizing a manuscript, typesetting and printing and so on. The primary selecting is: the experts of the Center choose the technology of Case Studies, assessment by the experts is carried out on the basis of the primary selecting. The aim of it is to examine if the technology is reasonable, advanced, at what kind of level, whether has the promoting prospect and so on. The experts invited are all domestic first-class and have worked in relevant field for a long time. A group leader will be selected from the expert group and chair the meeting. During the meeting, the technical source unit will make report about the technical principle, the service condition and the existing problems. The case source unit makes report about the service condition and the promoting prospect. The experts will examine and inquire to their reports, and then compile the expert opinions on the basis of it. The monitoring is carried on after the expert assessing. The monitoring plan will be jointly drawn up by the technical source unit and the case source unit. After that, it will be reviewed by the TOR operating organization and the Center. Monitoring will be implemented by the third party monitoring organization. Collecting reports means getting together the reports of the technical source unit, the case source unit, and the monitoring center. After the above-mentioned series of works, it will carry on assessing by experts, finalizing a manuscript, typesetting and printing.
Best Energy Conservation Practice Case Study
The format of conducting Case Studies
Case Studies are edited in a unified form. The report consists of four parts, each part occupies a page, four pages altogether.
Because the Case Studies disseminating are mainly targeted at the administrative personnel of enterprises, energy administrative personnel of enterprises, financial organization and the investment administrative personnel, the energy service company and so on, they usually pay more attention to the feasibility of the project and its economic benefits. So on the coverage of the Case Studies (the first page) highlights the general characteristic of the project, such as the total investment, the energy conservation effect, the economic benefit, the period of investment repayment, the applicable targets, the case source unit (the technology user of Case Studies ), the monitoring centers and analysis of the Case Studies and so on. It mainly introduces the energy conservation effects and the economic benefits after adopting the technology.
The last page (the fourth page) is also an important part to attract the attention of the reader. The contents of this page introduces the information of the technology user, which includes the economic benefits and comprehensive advantages of the project. The technology user makes objectively evaluation of the energy conservation effects, the economic benefits and the reliability, all of which make the Case Studies more convincing.
In the middle two pages, contents of the second and the third part mainly introduces the technology and the monitoring situation in detail. The second part of the report introduces the basic principle of the technology, the advantage and reliability in technical, the technical process in energy conservation transformation, the photograph of energy conservation equipment as well as the method of the technology. The third part of the report introduces the monitoring situation of the project and sums up the monitoring data for calculating the energy efficiency enhancement rate, the energy conservation benefit, the reduced emission of greenhouse gas, as well as the market potential and promoting prospect analysis of the project, and the applicable targets, energy conservation potential and so on.
Technical Guide
Just liking the “Best Energy Conservation Practice Case Study”, “Technical Guide” is another main product of the Center. By now, the Center had conducted 15 Technical Guides. Since 2006/2007 Energy Conservation Information Dissemination Sub-project of NDRC/WB/GEF China Energy Conservation Promotion Project has being implemented, the content of “Technical Guide” is to target at guiding the works of current energy conservation management personnel, scientific research personnel, statistics and monitoring personnel and so on, it will become the reference book or instruction content to their work, meantime, it would improve the knowledge level and theory foundation of the public to enter into energy conservation.
At present, we are vigorously compiling “Technical Guide” that will be publicized one after another. The technical guides planned to compile include: "Energy Conservation Monitoring Technical Guide", "Enterprise Energy Conservation Management Technical Guide", "Energy Conservation Auditing Technical Guide", "Industrial Boiler Energy Conservation Technical Guide", "Public Energy Conservation Technical Guide" and so on.
Dissemination Activities
After an analysis of barriers existing in energy saving in China, the Center decided on various and efficient means of dissemination.
Dissemination Meetings
Dissemination meetings: the main dissemination targets are the enterprise and administrative departments in relevant industrial sectors, local energy conservation centers, and organizations investing in energy saving. The participants of the meeting are relevant leaders of the National Development and Reform Commission, potential users, investor, energy saving experts, technology suppliers and users, and the monitoring centers. This means of dissemination can make the dissemination target generally learn a good opportunity facing with energy conservation works, various advantaged external conditions of implementing energy conservation programs, the technology used in energy saving projects, the method of project implementation, effects obtained after project implementation. Especially, the disseminating meeting can let target audience acquire a further understanding on energy saving effects produced by project implementation and economic benefits. Moreover, the meeting provides a good chance for the enterprises, energy conservation centers, technology suppliers and user, monitoring centers, and the Center to communicate face to face, and exchanging the first perceptual knowledge among them.
Direct Mail
Direct Mail is another means of dissemination. Because of the amount of enterprises that can attend the meetings is limited. The Case Studies that conducting by the Center are the energy conservation projects generally with large market potential and widespread application. Therefore, in addition to organize the key energy consumption enterprises to attend the dissemination meetings, it is necessary to mail Case Studies to the potential users that can not attend the meetings. The Center selects the mail list of enterprises from the Center’s database and defines the target enterprises based on the suggestion of the relevant sector associations. The materials by mail include Case Studies, Technical Guides, and so on. This is a way to directly disseminate energy saving information to the end users that implementing energy conservation projects, it is of great significance in expanding the dissemination scope and in establishing a stable cooperative relationship between the Center and the relevant enterprises by this way.
Newspapers, magazines, networks, TV programs and other public media
In order to attract the whole society to pay attention to energy saving, increase the awareness of energy conservation, enhance the influence of the Center and disseminate the energy saving information in a widest scope, the Center established a stable relationship with domestic media including TV programs, newspapers, magazines, websites, and so on. The Center not only disseminates Case Studies and Technical Guides, but also conducts separate programs of key Case Studies and advertisement programs of public energy saving, in order to make more people involve in energy saving by ways of vivid and direct dissemination.

National energy conservation database
National energy conservation database in an important part of the project, the establishment of national energy conservation database is favorable to the society understand and learn the polices in the field of energy conservation, promote the successful experience on enterprises energy conservation, and is also favorable to the decision-makers and entrepreneurs get the rich and real information, and decide the plan to energy conservation of their department. National energy conservation database includes 6 sub-database, including policy information database, energy conservation database, energy conservation management database, energy conservation technology database, data analysis. The policy information database consists of such information as polices and regulations of national energy conservation, industrial development guidance list, news database, energy conservation standards and labeling database, government procurement database. The energy conservation database includes the national and local energy consumption of GDP, the energy consumption of national and local main products, energy consumption of the national and local unit building area , and energy use of the national and local main industrial sectors (metallurgy, building materials, chemical, power etc.). The energy conservation management database includes domestic and oversea energy conservation management experiences. The energy conservation technology database consists of energy conservation case studies database, technical guide database, energy conservation technology project spread in the 8th, 9th and 10th Five-Year-Plan periods, and domestic energy conservation technology database. The energy conservation and environment database includes overseas and domestic polices and technical information of energy conservation and environment, and the latest developments etc..
